The general significations of this House concern brethren, neighbours and people of some local affiliation to the Native. Brethren typically means brothers and sisters however it can have signification also over those whom we are close to as brother, whether this be a form of Fraternity or Sorority. It should be noted that this House can signify the relationship the Native has with his Brethren or Kinsman, if badly placed and ill dignified, it has the ability to make even his own blood strangers to him. This is also the House of community, specifically smaller communities. It reveals how the Native will fit in with his chosen community. Back in the traditional era the community mentality was an important concept. Many people never left their own towns or villages and therefore relied on the cooperation with others around them. Traditionally this is much less used however it's always important to analyze this House to know the type of people you will come in contact with in your local community or area. All the subterranean Houses (1-7) show of something local and communalized.
The 3rd House has signification of small journeys because it is opposite to the 9th which rules over long journeys and thus, the opposite is deduced. An significant confusion regarding this House is the terminology to be considered in what should to be considered as a "small inland journey". In the ancient and tradition era, travel was long, slow and sometimes very dangerous (whether by mans actions or animals). When these authors used the term "short journeys" they often made reference to journeys which could be completed within at least two days of departure. Since we live in an era currently which allows us to travel over long distances in very short periods of time it is impossible to conclude a judgment based on time of travel and instead, distance should be substituted for it. This mean any distance within 1-2 days walking distance would be appropriate to be considered as short distance travel. For locality, I would judge no more then crossing a state line as the maximum distance. If the question pertains to whether one will have success in their journey to another state, this House should be used and taken into consideration as the significator.
This House also has signification over moving. It will show whether the Native will move a lot or little. If there are fixed Signs on the Cusp and with the Lord, predict that the Native shall not move very much, if at all. If the Signs are moveable, predict that the Native shall move an average amount of times and if Common Signs occupy these significators, state that the Native will be constantly moving and will find it hard to stay in one place for a long period of time but will never move very far. If the significators are mixed, mix also the judgment.
Since, as before mentioned, the third House is opposite to the ninth, it also has rulership over common priests and local churches. The ninth House, as you will see in the article concerning it, rules over higher more ecclesiastical men. Those men in high positions or those of extreme devotedness in any religion, such as the Pope or Cardinals and Monks or even the entire body of the church itself. Therefore, if a question was purposed over the community church, or churches and Priests within close vicinity to the Native, this House should be used.
The final main signification of this House illustrates the method of verbal communication, especially that which is localized in a community. This being rumors, news and newspapers, written letters and messages (although these also belong to the fifth House as well). The postal office would also fall under the signification of this House, especially be found in every location therefore making communication between communities an appropriate signification. Those people who deliver messages can also be deduced from this House. Since this House is also opposite from the ninth which has rulership over university and heavy study, this House has Signification over minor and personal studies, those which aren't used for professional purposes and aren't gained through institutional teaching centers. The happiness and felicity of the Native is also showed through this House.
General
The third House is the called by the ancients "the Goddess". It is Cadent and farthest from the East Angle or Ascendant and thus why it has rulership of the community. This House is of the colors red and yellow. In the body of man it rules over the shoulders, arms and hands.
Mundane
This House rules over the common people of the Nation and how they interact with each other. It also rules the Nations which surround directly the Nation in question. It determines whether those Nations whose boarders touch are benevolent or malevolent to them. It also shows how people in the Nation travel around their nation (if the Country is small, if not consider State instead). The third House also shows the migrational patterns of the people through the Nation or Country. It also, as described above in the Nativity section, shows whether the people of that Nation will move frequently or be fixed in their location. With these significations it also shows the happiness and felicity of the citizens.
